Squeeze out moisture: Wrap the zucchini in a clean kitchen towel or cheesecloth and squeeze out as much liquid as possible.
Mix ingredients: In a large bowl, combine the zucchini, chopped onion, Parmesan, flour, egg, pepper, and garlic powder (if using). Mix until well combined.
Form patties: Scoop about 2 tablespoons of mixture and form into small, flat patties.
Cook: Heat olive oil in a skillet over medium heat. Cook the patties for 3–4 minutes per side, or until golden brown and crispy.
